Recently Israel approved a decision to promote the change in the use of energy, with the final goal to minimize consumption of the charcoal in50% by 2020.  This decision constitutes a turning point in the field of green energy, until now it required a very high private investment, a long bureaucracy procedure to undertake a project in this filed. As part of the decision the state of Israel will encourage investments by exemptions of bids for designated lands, subsidies governmental grant, research and development and more, in addition to the use of renewable energy.

The abundance of vital resource in the state of Israel that can serve as source for alternative energy is the sun’s Rays. The radiation in Israel makes it very attractive to materialize the potential of transforming sunbeams to electricity.
A major factor in the need to use renewable energy in the State of Israel is the fact that Israel is relatively isolated and depends on others for energy sources. Most of the power plants in the country work on charcoal that pollutes more than other fuels and ejects more greenhouses gases. Israel is at the edge of its production capacity of its energy. It’s not a secret that the main countries that profit from conventional sources of the energy like oil and gas are not among Israel’s great friends.

 The New decisions puts Israel in line with the western world that have realized the importance of cutback of greenhouse gases and  use renewable energy instead of conventional energy that vanishes.
 The Kyoto international treaty creates an obligation by developed countries    sets a goal to reduce exhaust of greenhouse gases by 5% by 2020. Many countries around the world create incentives for the use of verities of renewable energy and to establish green technologies.
We can learn from the world’s experience.  Germany is currently the centre for Solar Systems industry due to a major governmental incentive policies that includes major Tax exemptions regardless of the fact this country has no abundant of Sun light.
In the aftermath of favourable aggressive legislation and a quick governmental decision to promote alternative energy, Spain has become a leading Country in the field. These steps are of great economical significance beyond the energy market of these countries; these countries have created great companies in the alternative energy industry and became centre for knowledge and development. The United States have incentive policies to promote production and investment, in the State level (California for example) and in the federal  level, Tax abetments, regulating grid-power suppliers of electricity to use more from alternative  sources of energy and placing ambitious objectives its  supply and demand of energy consumption from sources like the Solar Energy in the south Wind Turbine energy from north & south Dakota and north California.

The substantial drop in oil prices of record high- $147 USD per barrel in July to of less then $40 USD  per barrel and similar drop in natural gas prices, although not as sharp, represents a challenge in profitability using alternative energy. In any event long terms forecasts –estimates prices of fuels will stabilize on higher level and when the world economy will recover there is concern that prices will raise beyond the records of last summer.
Responsible Policies for Energies, requires substantial governmental intervention and propulsion for the Alternative Energy Industry. Governments should take into account all consideration, political, economical, security and of course Environmental factors in order to show responsibility.
